Development a web interface for basic and regional levels of AIS SUC of the Republic of Kazakhstan

An Automated Information System of the State Urban Cadastre (AIS SUC) – a specialized information system of the urban cadastre, that provides collecting, storaging, processing, displaying and distributing of cartographic and attribute spatially-coordinated data (spatial data).

The main purpose of developing the automated urban cadastre is an automation of a process of a cadastre inventory, city-planning data filling, simplifying works of cadastre specialists, quick responding to users requests, filling and release of all needed city-planning documents.

The key features of AIS SUC:

  • a single system of cadastre inventory, that includes collecting, monitoring and updating information about settlements and territories under city-planning control;
  • filling of city-planning data;
  • users query serving;
  • filling and release of executive and reference cadastral documents;
  • multi-users system.


Use AIS SUC for the following tasks:

  • creation a single database, that includes information about architecture, city-planning and construction activities by systemizing compilation and metering of city-planning, architectural and construction documents;
  • creation a simple and clear information system for the subjects of architecture, city-planning and construction activities;
  • the most efficient use of state-of-the-art IT solutions for the urban-planning development management;
  • computerized information exchange with external info systems;
  • creation a clear monitoring system, that controls all requirements from city-planning, architectural and construction documents;
  • designing a unit of «E-government» in the fields of architectural, city-planning and construction activities.


The information from SUC is used in:

  • handling the problem of forecasting of development, designing and building settlements and other territories that are under city-planning agencies control;
  • locating, designing and building of housing and civil, industrial and utility objects;
  • protection of architectural and city-planning heritage, regeneration of historical settlements;
  • creation a social,  engineering and transport infrastructures;
  • regularization of land relations on respective locations;
  • determination zones of economic evaluation areas, basing of taxation and costs of land plots, buildings and constructions, tailored to the local context;
  • real estate title registration, taking into account city-planning regulations regarding right of property;
  • registration of owners and occupiers of buildings and structures;
  • the control over an efficient use of the territories.

Then the main window will open (Figure 2).

In the «Graphic data» users can work with a map and map’s layers, edit a map and print a desired excerpt of a map. The window contains six bars (Figure 3):
  1. Menu bar – a list of all parts of the system, that has led to easier a change in a parts;
  2. Tool bar – all tools of necessity for operations with objects on map;
  3. List of layers – a sidebar (left side);
  4. Operational field – an interactive map with a feature of scaling, moving, selecting and editing an object, viewing object properties; 
  5. Edit bar – objects creation and editing;
  6. Status bar – displays current coordinates of the mouse and state of database and software.

A tree with a list of layers is on the left side of a screen (Figure 4). Open a layer for viewing special symbols.

Toolbar is designed to work with map and its objects (Figure 5).

The tool «Select» provides an opportunity to select an object on the map for different types of operations.

«Identification» tool is for getting GIS-info about the object and also attribute data: address, type, area of the object etc. (Figure 8)

A search on object is for finding objects of the selected layer in a specified radius (Figure 9).

The tool «Search on map» is for searching objects by given attribute parameters. The figure bellow demonstrates a search result by parameter «1» (Figure 10).

The tool «Spatial search on map» is for searching objects of the selected layer  in a specified radius. The window for selection a layer with objects of search, radius input in m or km and selection the one of the five proposed paint tools in a search area will be displayed after pressing the button (Figure 11).

The «Print» tool is for printing documents with map sections that contain different attribute data (Figure 12).  In the print window the user makes the document title, choose a print templet and format.

A new document will be ready after setting all parameters (Figure 13).

The toolbar for editing can be used for creation and editing objects on the map (Figure 14).

The tool «Map object editing» пcan be used for shaping objects on the map (Figure 15).

The tool «Creation/editing objects by coordinates» is for creation and shaping objects on the map.

It is also possible to import/export the object coordinates using this tool (Figure 17).

The tool «Buffer» is used for drawing an element around the selected layer in a predefined radius.

The other parts of the software.

In the part «Attribute data» the user can deal with object in different ways. The window consists of 4 parts:
  1. a menu bar – a list of a system parts;
  2. a part menu – «Attribute data» tools;
  3. an operating field – viewing information about the selected object;
  4. a status bar – displays current coordinates of the mouse and state of database and software.

The full list of attribute data displays hierarchically on the left side of the window (Figure 20).

The user can refine data by the information from the tables (Figure 21).

In the part «Requests and responses» the user can view, add and edit the requests and responses. The window consists of 4 parts (Figure 23):
  1. a menu bar – a list of the system parts;
  2. a part menu – tools of «Requests and responses part;
  3. an operating field – viewing information about the selected object;
  4. a status bar – displays current coordinates of the mouse and state of database and software.

In the part «Reference data» the user can view and download the documents. The window consists of the following parts (Figure 24):
  1. a menu bar
  2. a part menu – consists of the couple subtopics as a tree list;
  3. an operating field – a list of all documents of the selected object;
  4. original documents – additional attached documents;
  5. a status bar – displays state of database and software.

After selecting one of the subtopics in the operating field the user will see the full list of elements in the program (Figure 25).

In the part «Original documents» the user can search and download documents from the database. The window consists of the following parts (Figure 27):

  1. menu bar
  2. a search box – quick search by given parameters;
  3. documents – the full list of the documents in a database, sorted by types and titles;
  4. records management
  5. a status bar – displays state of database and software.
